Character history:
In the world of Kamen Rider Blade (and borrowed from Hajime's app sorry bro), ten thousand years ago, the creatures of the Earth decided to fight for the right to rule over the planet. Their desire to fight for supremacy spawned the formation of an immortal life-form called Undead. Fifty-three Undead were created, and they were ranked in the same manner as a modern deck of playing cards. The Undead were to fight each other in a Battle Royale, and when defeated, they were sealed into playing cards. Fifty-two of the Undead fit nicely into suits and ranks, and each of these fifty-two Undead represented a species vying for control of the planet. If one of these Undead won the Battle Royale, then that species would win the right to rule Earth. The fifty-third Undead, the Joker, was different. If Joker won, then all life on Earth would be eradicated. Human Undead won that first Battle Royale, and the remaining Undead were safely sealed away for ten thousand years.
None of this becomes relevant to Kotaro whatsoever until his early 20's. There's very little elaboration on his personal history in the interim, unfortunately. Presumably he grew up with his older sister in an otherwise fairly standard childhood for a young Japanese male born in the 80s, barring the part where their parents both died of Unexplained Plot at some point. His sister got married at some point, several years before the series starts, and her husband, Kotaro's brother-in-law, died very shortly prior to the first episode.

Character personality:
It's very easy to think little of Kotaro. The sole human of the Rider group with no direct affiliation with B.O.A.R.D. makes him the physically weakest of the six of them, and the least informed when it comes to matters of the Undead, which is only compounded by a somewhat remarkable tendency to underestimate or take them lightly.
He's strongly implied to have had a pretty easy run through life so far, so he comes across as incredibly idealistic, bordering on flippancy towards situations of a more serious nature and barely tempered by the sobering reality of multiple deaths in his family. It's not that he tries to be cruel or insensitive; quite the opposite, in fact. Kotaro can be, and is more often than not, oddly insightful and highly empathetic towards the emotional needs of others, and due to his inclination as a writer, is one of the better motivational speakers of the group. The cost of that, however, is that he rarely knows when to stop talking, and has a bad habit of voicing uncomfortable truths or less than pleasant ideals that draw quick ire from those around him.
Character abilities:
Kotaro is the most boringly human human the Blade series could possibly have mustered. While he's hardly unfit, he is a lanky twig with no fighting abilities whatsoever; no training (informal or otherwise) in any sort of combat; limited muscles and stamina, typical of someone with a moderately active lifestyle, and a tendency to be shocked in the face of monsters randomly busting out of walls or transforming from humans in front of him. What he does have going for him is the most eclectic possible range of skills that total up to him being really weirdly good at investigation and minor larceny.
Among his shown skills are: abseiling (solo); computer programming and research skills, as well as a generally high technological literacy; a sufficient enough understanding of automechanics that he can fix, repair and modify from the ground up both cars and motorbikes, even if their design is nonstandardcough cough Kamen Rider bikes; and cooking, particularly since he's noted by other characters as being pretty damn good (except when emotionally compromised; if he's sad, he's shit).
What probably shouldn't count as a skill is also Kotaro's very determined nature. He is persistent to a fault - this fault being that he will chase an issue so hard that it will literally put him at risk of being killed.
